The numbers between square brackets denote the number of twists and the the number of turns respectively. The algorithms are grouped according to the number of edge swaps that need to be done in each layer. You should keep in mind that a 2-cycle counts as 1 edge swap, a 3-cycle counts as 2 edge swaps and a 4-cycle is the equivalent of 3 edge swaps.
